Smita has completed her Bachelor's in Legislative Law (LLB) from Mumbai University and has a Master's degree in Social Exclusion and Inclusive Policy from TISS. She is currently engaged with the government-funded project titled 'Impact of Infrastructure and Governance Transformations of JNNURM on Small, Medium and Large Cities' at the Centre for Urban Policy and Governance. In the past, she has worked with Urban India Reforms Facility (UIRF), a programme that focused on areas such as housing in small and medium towns and gendered governance in an urban space. Some of her co-authored publications include the Maharashtra State Level Background Paper (2011), ‘Gruhnirman: Badalati Dhorane ani Sansthatmak Sarchana; Maharashtratil Lahan v Madhyam Shaharatil Dhavata Aadhava' (2011), which is a Marathi language booklet on housing policies, a discussion paper on Proposed Amendments in Maharashtra for Community Participation in Urban Governance: Comparative Analysis of the Maharashtra Amendments with other Benchmark Laws and Bills (2009), besides ‘Affordable Housing by the State’ that was published in January 2014.
